What is the National Funding Scheme (NFS)and DONATE?
Supported by major arts and cultural organisations, leading trusts and foundations and the arts councils of England, Scotland and Wales, the NFS is a charity that helps other charities understand and implement technology to better support their work and to raise money. NFS does this through providing a mobile giving platform called DONATE (see below) as well as through providing consultancy advice, support, data analysis and knowledge sharing.
NFS launched a pilot programme of DONATE in March 2013 with 11 Pathfinder organisations in England – from international museums in London to South Asian performing arts companies in Yorkshire. Since January 2014, DONATE has been available to all arts and heritage charities across the four UK nations.
How does it work?
Organisations using DONATE to fundraise produce physical or digital signage that gives information about their campaign and includes a unique cause code. The cause code makes it easy for donors to identify which campaign they are supporting.
DONATE is a multi-channel solution, meaning it combines several modes of digital giving technology into one simple platform and brand. People can make a donation via any of the following methods:
- sending a £5 text message via mobile device (phone/tablet etc) to the number 70970
- entering a unique web address that leads directly to the campaign giving page on the NFS website
- scanning a QR code on signage – to do this, donors need to have a QR reader installed on their device
- hovering a mobile device over the ‘Touch’ symbol on signage – many Android phones support this type of new technology, known as contactless Near-Field Communication (NFC)
Can I Gift Aid my donation?
The Gift Aid scheme enables charities to reclaim tax on gifts of money from UK taxpayers. Gift Aid donations are regarded as having basic rate tax deducted by the donor.
Charities reclaim the basic rate tax from HM Revenue & Customs (HMRC) on its 'gross' equivalent - the amount before basic rate tax was deducted. Basic rate tax is 20 per cent, which means if a donor gives £10 using Gift Aid, it is worth £12.50 to the recipient charity. Gift Aid cannot be reclaimed on donations from people who are not UK taxpayers.
As a charity, NFS is able to reclaim Gift Aid on behalf of its partner charities. In order for this to happen, donors need to register this on DONATE just once for all future donations via the platform to have Gift Aid automatically added. If the donor is a UK higher-rate taxpayer they can also receive back up to 31.5% of their gift through a tax reclaim (so long as they register for Gift Aid). By setting up a DONATE account, donors can access all of their donation information and submit this to HMRC to claim a personal tax rebate.
Where does my money go when I make a donation via DONATE?
Your donation is to the NFS and indicates the institution you are supporting as the recipient charity. The NFS (the charity behind DONATE) currently makes a 4% deduction to cover marketing and other costs, along with any transaction costs, and then passes the full remainder of the donation to the recipient institution. However as a charity ourselves, NFS intends to reduce its fees as soon as it reaches national scale - so look out here for updates.
How secure is the payment?
Completely secure. All donations via text on a phone are added to your phone-bill, so no credit/debit card details are required for this payment method. For payments made via App or by using contactless Near-Field Communication (NFC) all credit/debit card details are held by one of two world leaders in digital payments – either Barclaycard SmartPay or PayPal. Both of these providers are PCI-compliant (www.pcisecuritystandards.org) and no credit/debit card details are ever held by the NFS.
Can I give any amount when donating via DONATE?
NFS offers a simple single £5 text/SMS donation channel. All donations via SMS on a phone are added to your phone-bill so no credit/debit card details are required for this payment method. People can donate any amount from a minimum of £3 (with no upper limit) via any of the other methods (QR code, web app or NFC).
